Collateral is something of worth that you put forth to the lender to insure that if you run with the money that they do not loose everything that they gave you. Say for 1 billion loan at 5% interest you give them a 333 million isk ship fitted and rigged or something the like. 1/3 down for collateral is probably high, I do not and have not done loans, but I think the example speaks for itself.
If you have this then their are no shortage of pilots that would front you the money. Without collateral, finding that type of isk will be near impossible.

2. Tell us how you will pay back the ISK with 50% interest.
3. Tell us what collateral you can offer for the initial loan.
A billion isn't a lot for many people, so I'm sure someone would be willing to loan it if they had a reason to expect the loan would either be paid back, or at least insured with collateral.

Allowing someone into the corp really does nothing to secure the loan. Unless you give up control of the corp and all access to the corp wallet and the hanger access and hand those rights over to the lenders corp mate. Effectively making it not your corp.

If you have some sort of collateral (ie. a ship that is rigged, several expensive modules, BPOs, BPCs, or even just POS modules), I will loan you the said amount. I will be online about an hour and a half from now, as i'm in class at the moment.

Having a member in your corp won't make any difference to you running off with the 1.5B isk.
Collateral is something tangible you give (trade) in return for the loan amount. Think of it in terms of a courier contract where you pay a couple of tens of millions up front to deliver an item or two for a payment of a couple of million (if you're lucky).
It's a hedge bet.
As you've already stated you've just come off being wardec'd three times, I doubt any individual or corporation will give you isk, just so you can be wardec'd again and lose rohks and ravens in such a manner as has been pointed out.
Play with what you have, even if it means cruisers. Keep under the radar for a while probably help you if you move to a different region so the locals don't know you're an easy(/er) target, not that it looks like you drop anything good though. If the corporation members put in a collective effort the corp can get the 1.5B a lot easier than trying to find an outside source.

Collateral in EVE work something like this:
Person1 needs to have 1.5 billion ISK right now. Person1 does not have the ISK but has a dreadnought in hangar. He does not want to sell the dread because he still needs it and it will also take time for it to sell. And he needs ISK now, today.
Person2 has 1.5 bil that he can loan to person1 for some % paid over time. As collateral person1 gives person2 his dreadnought and receives the ISK. He then uses the ISK for whatever he wanted. Later he pays person2 the 1.5 bil ISK he borrowed + percent, and gets his dreadnought back immediately.
So effectively loans in EVE are a way of quickly converting assets into liquid ISK. They are also a way of minimizing risk for your investors because if you put 1/2 down as collateral and run off with the money well at least your investors lost only 1/2 the amount and not full amount.
Another 'asset' that you can use to back up your loan is reputation of your character. And I say character and not your reputation because in EVE characters can be easily sold and bought. There have been multiple instances when someone buys char, asks for ISK, gets ISK, sells char and never returns ISK. So even reputation is no proof enough that you intend to fulfill your promises.
