Deleted my previous post because I was confused
All I know is that after downtime on Wednesday, I was travelling from Nonni to Nalvula and any pilot with whom me or my corporation had any kind of standing with was showing up as war enemy/bad corporation standing on the auto-scanner. They were also showing up as orange in space.
It wasn't universal though. Some [CELES] pilots showed up as blue but some showed up as orange.
I'm not in Empire now to test it out and the only people I've seen are corp. mates (who show up correctly) and alts (who have never had any standings set towards them so aren't likely to suffer this bug).

Originally by: Sally Very good changes on the NPCs. I hope I will never have to mine again and the BS drops even in border systems to empire are just awesome.
After some investigation in the tracking mechanisms, I like them, people have to realize that mixed fleets will be needed, Battleships are not all purpose weapons anylonger.
Things need to be fixed: Drones tracking/range and missile speed.
I believe the tracking is "ok" but what happened to damage?
I'm getting excellent hits at "233.8" when they used to be around "320". That's not an insignificant drop when combined with the increased number of none hits.
As I understand it, tracking affects the type of hit such as "misses", "barely scratches", "hits", "well-aimed", "excellent" and we're getting more of the "misses", "barely scratches", and "hits" than before but why have the "well-aimed" and "excellent" been drastically reduced in damage?

What happened to the little blue light which lets us know whether a target is in optimal or not?

Don't know if this has been pointed out, but Jim Raynor just posted in Ships & Modules that Power Diagnostic Units give a penalty to shield boosting just like Cap Power Relays do.
Is this correct or a bug?
