Title sums it up pretty well, but here's what I'm looking for in particular:
-Character can be specced in both races, or either one (I'm not looking for caldari characters, so don't even ask. Minmatar cross training is fine, as long as it has a main gallente or amarr spec)
-Character MUST be almost entirely PVP dedicated (Mining level 1 is ok, but none of this exhumers V or freighter pilot stuff. I don't want a character with most of his skills in gang boost related things either)
-I like guns, lots of SP in gunnery will catch my fancy. Maxed gunnery support is essential(or just essential gunnery support maxed is fine.) Small/Med/Large T2 guns are an absolute MUST.
-Mediocre missile skills will be looked at, but I don't require it. As long as you can use rockets, standards, heavies, hams, and torps it's all good.
-T2 Heavy Drones are a must (Drone Interfacing 5 would be nice too)
-Cybernetics 5 is very important, characters with it will take precedence.
-BS5 is an absolute must, CS level 5 is awesome and I want it, but not essential.
-I don't really care about EW skills or EW in general to be frank, thus recon 5 with
maxed EW skills is not something I'm particularly interested in. Although being able to fly recons is preferred.
-Marauders capability is awesome, Marauder ready or extremely near ready is almost essential.
-Great armor tanking skills, maxed compensation skills and Repair systems 5 is preferred. Shield skills I don't really care about unless the character is minmatar crosstrained.
-Cap skills must be maxed
-Fitting Skills must be maxed (AWU 5 and all that fun stuff)
-Thermodynamics ready or trained is a complete must-have.
-Decent nav skills (T2 mwds)
-Decent attributes with suitably decent learning skills would be nice.
-No negative wallet (obviously)
-NO CAPITAL SHIP SKILLS!!! I DONT LIKE CAPITAL SHIPS. I'll look at your character if you've got them regardless, but keep in mind I see capital ship skills as a waste of skillpoints.
Lastly, I *DONT* care about sec status at all. -10 doesn't matter at all. A character's sec status isn't something I take into account when I make an offer.
My budget is very flexible, I'm more than willing to pay 10+ bil. Just let me know what you're looking for in terms of price and I'll consider it. As said in the title, any character above or extremely near to 40 million SP is something I'll consider.

Just a side note,
but character *can* come with:
- Semi-faction fitted Nightmare
- Fitted Falcon
- DDD-Tanked Fleet Apoc (sniper)
- Missioning domi
- Assorted other small ships
If you want these ships to come with the character, keep in mind the price will be more.
The only ship I really care about getting isk for is the Nightmare. It's priced at about 1.4 billion.
