I should mention that the character has already been engaged by the Navy and is currently logged whilst in warp to the next gate.

Edit: I may be wrong however, please don't blame me if there is ship loss

Lol, no mate, not the best of days. Normally I wouldn't be bothered but there's over 500m worth of mods in that blockade runner and I don't wanna lose it to some gate hanging nub, lol.

Not sure how the mechanic works since I have not had to experiance it.
But I do know that there are Republic Security Service stations in Amarr space. They are a Minmatar corp so since you are fighting for the Gallente I am all but 100% sure that you would be able to dock in those stations, if all else fails. That being said, I do not know how many jumps it would be to the closest station and that means dealing with the navy at every jump

I logged in anyway to see if I could make it. Came out of warp, and immediately warped to a planet - wasn't sure I'd make the turn tbh as was into low hull , but blockade runners are very versatile and triple I-Stabs helps - got to the planet and tried to cloak. Then a message popped up saying I couldn't activate that module as the Amarr Navy were on their way to intercept me! Warped to another planet, then set course for Caldari space and made it.
Ships now sitting in a safe station and I'm a very relieved bunny, lol.
Learned an almost very valuable lesson there.

I am also glad that you made it out okay.
To answer your original question: yes, you can dock at any NPC owned station regardless of your standings, only player owned stations have docking restrictions.
