On a public forum, I feel obligated to share my thoughts with those wishing to purchase characters. After all, for alot of people these are major investments. With this case I must warn others of blatant false advertising.

In what sense?
You have 0 drones
you have no t2 tank
Your navigation skills are laughable
Battleship 4 and none of the above, nor even large projectiles.
So what exactly are you trying to sell here, it certainly is not a Very Specialised pvp character. At best its a good starting character with reasonably good learning and ok gunnery.
so, one last time, this char is not worth more than 2.8 billion isk, but as my very capitalist friend always says, "if people are prepared to pay that price then why not sell it?"

Well, again, its a public forum and the staff askes everyday to keep the posts focused, in this case, i dont want or need your opinion.
He is very speciallized in the 13M sp`s he has, you cant compare the numbers of skills of a 30M SP (char) for instance, altho you dont see wasted skills points, therefore specialiized in pvp.
