This was just confirmed by one of the BH employees. I thought my case of getting PVP agression was a strange bug but the response was quite clear (I wish I could quote it): shooting NPC = agression.

u only have agression until u have NPC's locked , unolock and u can jump through!

Nice!! Reported as a bug is good for me! Was it attached to a defect? I have a petition that is somewhat related and this is very good news to me since my petition has been so far denied by two GMs - hearing it's a bug and attached to a defect may get my petition reviewed and perhaps my problem is a bug as well (and related) :D For those interested, my issue relates to gang warfare modules and getting silent aggression causing you not to be able to jump.

you what? you mean just locking a npc is classed as aggression now?

if you read what he says properly he is saying that the bh confirmed that it isnt a bug.

I was under attack by NPC Rats in a belt last night, when I fired back I got flagged as PvP Aggression (Global Criminal) and had Concord fly out to the the belt and kill me.
