Which ship tanks better in a the hardest level 4 missions?

I would suggest you get what you pay for. Try setups in EFT for comparisons.
People tend to avoid these sort of absolute questions. There are so many variables it is impossible to say for sure, but in general one would expect the Ishtar to win out.

It depends on the fittings, the objectives of the operation/mission, who and what you're fighting, what their fittings are, etc., etc., etc.
The ships have different speeds, signature radii, sensor strengths, etc., etc., etc. It's not just tank.
So the question is kinda hard to answer.

You didn't ask for an explanation, reasoning behind the choices, or credentials, so actually it's easy to answer:
Dominix for PVP.
Ishtar for L4 missions.

And there are people out there whole will say the opposite for many reasons. Domi is the easiest BS to fit for missioning, Ishtar is deadly close in for PvP and faster then the Domi. Domi fits larger versions of nos/neut for close in, etc etc etc.
Domi is probably the cheaper route and definitely the easier route to get into.

In PvP:
The domi fits a better tank by far, it's more versatile and heavy neuts/nos can really put the hurt on someone. The ishtar really only stands out in speed and maneuverability, it's the obvious choice for nanogangs, and even roaming gangs for that reason.
In PvE:
The choice here is simple, and irrefutable (a rare occurrence in eve):
Missions against rats that deal therm/kin, go ishtar. The domi however will be much better against angel and blood rats (the nos on blood lvl 4s will suck an ishtar dry in seconds), as well as drone missions.

This is technically correct but completely wrong in practice. Yes a Dominix armor tanks better then an Ishtar and does better in a strait up fight. If you're taking an Ishtar, or just about any HAC for that matter, into a strait up fight you are doing something wrong. Ishtars are meant to be nano'd. You'll get superior survivabillity in a fight and the abillity to avoid battles you can't win "10 v 1 anybody?".
