then why is it listed in game, a lot of stuff on evemon like +7s never get listed in game, on contracts or in the market. But this skill does.

I think you see some idea's the dev's had for the future of EVE.
They are in the DB but not 'seeded' in the game. Maybe they never will.

Besides generating threads like this once every couple of weeks, no I dont think so. Consider it an inside joke that CCP plays on all of us when we first start out. Sadly it doesnt get funnier with time.
