I'm guessing this is a fake, but I'll go with the idea that you actually don't know who he is, and as such, you are missing a few other key points too, so I'll cover as much as I can think of.
he is the leader of goonswarm, and until recently he was the leader of the CSM (a player elected council that acts as the face of the players to CCP). around the time of the fanfest, it was determined that he would be the leader of the next CSM with 10058 votes.
but during the fanfest, he was on the alliance panel, and his part brought up some eve mails he had gotten recently. while he was doing this presentation, he was drinking quite a bit, and just before it he had been handed a wizard hat (the source of the comment 'the mittani is a wizard').
one of these mails were from a player who had all 22 of his ice mining mackinaws ganked during the ice interdiction, and was quite depressed by the sound of the letter. after the presentation, during the Q&A period, he spelled out the name of the player, and told people (during a live boradcast) to mail this guy and tell him to kill himself.
during his chairmanship of CSM6, he gloated quite a bit about his power, and in doing so, he made quite a few enemies. this was not very new though as he was part of goonswarm which is notorious for their underhanded ways, and favouritism to cause havoc.
when he made this mistake (it's somewhat up in the air if he intended to do this, or if it was caused by the alcohol) it gave the people he had made enemies of the tools they needed to get him out of the CSM. following this, there was a swarm of angry people flooding the forums with pro/anti mittani threads saying why he should stay or why what he had done was a bad thing. CCP had to come to a conclusion because of the publicity of what had happened, Mittani resigned from his position as Chairman of CSM6 and forfeited his right to serve on CSM7.
now, because there was an election, a lot of people believe that the 10058 people that voted should be able to recast their votes, or that the election should be nullified and another should be had.
