Why doesn't another Jita emerge somewhere?

There are other trade hubs, some of which have better prices than Jita on certain items. But Jita's centralized location and overall lowest prices of basically any region anywhere is why it gets the most traffic.

Before Jita, I believe Yulai was the place to be.
There used to be long-distance "highways" connecting various places, which were later removed. At that point, though, the highways made Yulai the most central/convenient system.

It's pretty much a catch-22:
- buyers go to Jita because that's the one spot where absolutely every single thing is available on the market.
- sellers sell in Jita because it's a busy system and the junk sells fast.
- traders stay in Jita because that's the one place where they can buy low AND sell high while sitting in one station and never undocking.
There are other, smaller hubs, in Amarr, Oursulaert, and Rens, and even smaller "hubs" in systems with good agents and in systems bordering 0.0 space.
CCP does not want Jita to move somewhere else because they've allocated a super-server for the Jita system and they'd rather keep everyone there now. If they close it down, we'll just congregate somewhere else, and lag that system down, and they'll have to give it a super-server to handle the lag... which is a lot of work for no difference.

Jita also used to be a good mission running hub, with decent agents and plenty of asteroid belts. This helped it get started. Eventually, CCP moved the agents elsewhere and eradicated the asteroid belts to help with the lag. The market alone sustains its numbers now.

Jita is also the Mecca for contract items, if you need any faction ship or mod the items are usually available.
You may get a better price elsewhere, but you've really got to be patient, know your prices, and may have to endure an auction or two.
By and large, Jita satisfies the need for immediate gratification.

True. Jita is only popular, because it's popular. Everyone's heard of it, so everyone has to go there. It's self fulfilling and will remain so until something else becomes more popular.
Edit: Jita reminds me of the Southpark episode about Walmart. To kill the Walmart you have to find it's heart - it turns out the heart of Walmart was a mirror, i.e. the shoppers themselves.
