after you release ambulation perhaps some resources should be used to develop small player housing units that can be upgraded and anchored at moons. multiple houses per moon should be possible. |

To what end? Why are these going to be worth bothering with? What can you use them for that a station isn't better at?
Supposing there is a reason to use them, where is the risk? Are they limited to players outside NPC corps? Is there some other mechanic for attacking them?

essentially they would be something to call your own, like star bases. walking around in stations is neat, and so would walking around in your own ship quarters. thus walking into a house you designed would be cool. these should share the same functionality as star bases in that they can be attacked. they should not have shields, they should be like all the other structures you see in missions. small standing required to anchor them in empire space(as you should be a citizen/have good faction with an area to build on it)

Mate, have you heard of POSs? (Player Owned Stations)
I think these to some degree fill your requirements, although they have additional uses as well. You can mount research modules and the like in them so you're not queued up to the nines trying to access Empire space research labs. You need to fuel them etc, but essentially if you have somewhere to anchor your POS, you have a place to call your own.
