Just for fun: Using a tournament system.
Month of campaining as before but the idea is to not only win support but to allow that support to influence the candidates tactics.
CCP monitors a free for all PvP fight in T1 frigs as a drop out process. Last man standing ultimatley getting the chair. 
Alternatlively they could do this anyway to allow the candidates to vent post elective frustrations or carried opinions as needs be, whilst providing entertainment at the same time.
Maybe as part of Fanfest proposals to televise things in Dust re: Gladitorial games a similar concept for these kind of events can equally be covered.
