The OP only said smartbombs in Jita. That would mean smartbombing in empty space, at a belt, at a gate, or any number of other places one could activate a smartbomb in high sec (unless CCP removed the ability to fire off smartbombs in high sec at all?)

But then again, the point of the OP may be that we shouldn't automatically make these assumptions, and to think outside the box, so to speak.
