What are the basic skills needed to generally help you in battle in both pvp and pve. Do I train all the lvl 1's to rank 5?

Ok.
My suggestions for the "most basic skills needed" would be to max out Learning asap, so you can train skills waaaay faster. Then you should ALWAYS train stuff like Engineering V and Electronics V, drones V, ect.(Better fitting options and stuff) After that, well theres the stuff like electronic warfare and like Sarciss said, propulsion Jamming and high speed maneuovering (Ugh can't spell today).

Everything that seems useful. Eventually you will want all your skills on level 5. Start with learning, get to know during that time what ship you would like to fly, get some general knowledge of how combat works in EVE and work to improve all related skills, training low level skills first. Pay special attention to Gunnery/Missile Launcher Operation and Mechanic/Engineering at the beginning.

well I have my rank 1s in learning to lvl 5. I started with drones to 5, then to electronics, signature analysis etc. Basically all the rank 1s that I see useful or important i'll train to lvl 5.null

Another detail to remember, is that training times increase exponentially as level increases: you can train 31 new skills from 0 to 3 in the same time it takes to train a comparable skill from 3 to 5.
