Not nope. "Metagame" is a concept that's been around a lot longer than MMORPGs and alt accounts... I borrow it from Magic (the card game), but IIRC, it goes back to pen/paper RPG days, though in a somewhat different sense.
The general idea is that the "metagame" refers to thinking outside the rules of the game. For example, the card game itself has its set of rules, and you use them when you sit down and play your opponent. The metagame involves thinking about things like "well, deck X is popular around here, so I should use deck Y that has a good win percentage against it". Essentially, you pick your strategy based on not just the rules of the game itself, but on what the other players are likley to do.
The alt/spying/etc issue has more to do with the RPG sense of the term, where "metagaming" means things like "well, the DM has to have given us SOME kind of treasure here... my character starts to search for a hidden door". There's usually a connotation that metagaming is in some way against the spirit of the game, even if it's technically legal.
I use the term in the first way, there's nothing wrong about metagaming, it just means you consider the environment your game will take place in. In this case, I'm refering in large part to the decline of solo PvP (where Gallente have more advantages) in favor of fleet combat (where Amarr and Caldari dominate, and Gallente suck). The current environment favors going with the Caldari/Amarr strategy, even if in some abstract sense, both are perfectly balanced.

This is wrong. Gallente ships have more EFT damage, however once you factor in tracking and travel time, Caldari and Amarr ships tend to do much better real damage over the course of a fight. The EFT damage difference between a Gallente ship and an Amarr/Caldari ship usually isn't very large, and Gallente ships have absolutely pathetic range.
So while I might not complain if someone brought a Brutix to my gang, especially if my numbers aren't so good, but I'd definitely wish they'd brought a Harbinger or Drake instead.
