Is connections working / displaying since the latest patch?
Not home atm to log into game and I did not see any mention of it in the latest pach notes...

It's being mentioned all over the place.
I got an EVE-mail from GM - it's not working...they know it....they're working to find out why.....it will get fixed.
My missions are still working fine.....I suggest not worrying too much about it until it's patched.

More specificly, Connections is behaving as if it were Diplomacy, and Diplomacy is behaving as if it were Connections. I suggest grabbing Diplomacy and training a few levels of that in the meantime - don't pay more than 300k for it on the Market, the 10M sellers on escrow are trying to scam you.

It's not that simple (Diplomacy != Connections). I have multiple instances of agents which should be available to me but aren't (and no it's not a graphical bug, they really aren't available).
It's apparently not a "showstopper" though, so I'd recommend not working with agents if you're attempting to get new ones. I suppose it'll eventually get fixed but I bet it's not before next week

yeah... it can't be that simple, I too have a couple agents that according to the displayed effect(standing raised to X from diplomacy) I should be able to use, and I can't.
but since I hadn't had connections before... and only have diplomacy now... its not that an agent I had been using is not avaliable to me... but I look forward to this being fixed so I can use better agents.

I think the point is that connections *is* working but it isn't displaying correctly and the agents list does not initially display it correctly either.
If through connections you can use an agent but he/she displays as unavailable on the station agents list. You can still use them - just switch to the guest list and back again and the list will be corrected.
Diplomacy is also working but it is *not* connections - the lists correctly display an improvement in hostile npc agent standing but this is wrongly carried over to the positive agents/corps and the resulting displayed standing is wrong - the agent still won't work for you if you really needed connections.
The client patch will fix the display problems (we hope!) but we await that SoonÖ 
Meanwhile keep up your skill points in comnnections - they still work even if it displays wrong!

I have the opposite problem. I have agents clearly marked as "available", both in-station and through "show info" - yet I cannot use them. Talking to them gets me the brushoff.
Not a showstopper, just annoying not to have it correct either way. I dock into a new station (just scoping around), happy to see someone I can use...but no. Just fooling!
So I have the exact reverse of what you describe. Display says yes, agent says no. Not sure which one is right at this point.

This may be due to a long standing bug where an "available" agent won't give you work because connections does not kick in until you have done at least one job for any (eg low qual lvl 1) agent in the corp you can use. After that one mission then connections is correctly factored in.
Had this when I first started working for Interbus recently - I had to go find a low quality agent who would talk to me and do one mission before I could use the lvl 3 agent who was supposed to be accessible.
