There are questions I have with the Cloaking Device? Any DEVS care to answer? Or anybody else who KNOWS the answers for a fact!
1) Is there a skill you need to purchase to use a Cloaking Device?
2) Can you use a Cloaking Device during warp?
3) Can you use a Cloaking Device and fire your weapon at the same time?
4) If you get locked and then activate your cloaking device will the lock drop?
5) If your cloaked when you jump into a system does the cloaking device stay on or do you have to reactivate it?

1) Yes, Cloaking - Rank 3 2) No 3) No, you can't even lock until you've been uncloaked for a skill-determined amount of seconds 4) You cannot cloak while locked 5) "You cannot cloak while cloaked", ie you will need to uncloak first
This has been the rules for them on chaos for quite some time now, I'm sure they won't have last-minute changed it...

Damm The answer to question 4 is harsh.
I wonder how long it takes to cloak. Reason why I am asking is say I jump into a system and there are a bunch of campers at a gate with "insta-lock" setups. In order to save my ass I turn my ship to come out of cloak then quickly activate my cloaking device. I wonder who wins? My cloaking device or the campers with insta-lock setups. I gues it will come down to who has the higher skill at locking and cloaking?

You will cloak the instant you hit the device. Or well, with the small delay experienced in every module. So given that you activate the cloak the instant you can, and given that your opponent doesn't have a really strong EW setup in combination with cat reflexes, you should be fine. The problem will rather be that cloaking devices make you move very slow, almost not at all unless you have a good rank in Hypernucleidan Navigation (Rank 6, 20% reduction in cloaking speed penalty, as far as I remember), so your opponents can just root you out if they managed to see your whereabouts. Cloaks decloaks if opponents get too close.
Now from what I gather, there is a special cloaking device designed for the Covert Ops frigates which will actually make you go faster while cloaked (only got third party info on this). In the situation you describe, I guess they would keep you safe since you can move away while the enemy interceptors are trying to find you

2) Rumour has it Covert Ops frigs will be able to warp cloaked. Check another thread on the subject: "Covert ops frigates on inactive market"

Any ideas on how long the rest of us will have to wait before cloaks hit the general market?

Well I was lucky enough to get to try out a Prototype Cloaking Device I last night for a few minutes. I stuck it on my Vigil and tried some things out, here's what I found,
1) There is no noticeable delay between activating it and becoming cloaked.
2) Activating it, or keeping it activated, does not drain cap (or it's so minimal as not to be noticeable).
3) My top speed when cloaked was about 45m/s i.e. 10% of my top speed when uncloaked.
4) Afterburners & sheild boosters won't activate whilst cloaked.
5) Delay in being able to lock after decloaking was listed as 27secs i.e 30 secs less 3 secs due to Cloaking skill being at lvl 1. Didn't actually test this though.
6) You can't cloak whilst someone has a lock on you!!! One irritating problem with this, I then went to 200km from the corpmate who had the lock on me. This was well outwith her lock range but I was still locked and could not cloak. I assume though that had she tried to fire at me the lock would have dropped and I could have cloaked.
7) You can't warp whilst cloaked!!!
8) Once you decloak you can enter warp with no delay (other than what's normal). However if you activate autopilot whilst cloaked you need to toggle it off then on again after decloaking before it'll kick in.
9) If you're sat beside a gate then you can jump through with no delay after you decloak.
That's about all I had time to try, or could think to try at the time. I might be able to borrow one again later today for some more testing, or on Saturday try out a Prototype Cloaking Device II (with a rank of 6 it's going to take me almost 22hrs to get Cloaking skill from level 2 to 3 and that's with good Int/Mem attributes).

Thats because its specifically meant to be only used by covert ops/black ops frigs since they get a skill which reduces the cpu need of cloaking devices by something like 99% _______________

I can't think of any use for them in Empire space. In alliance space they could be used for scouting enemy blobs; although ceptors and dual MWD frigates can already do that.
I presume that Smartbombs still hurt you while you're cloaked?
Edit: noticed that this thread is about cloaking devices rather than covert ops frigs. /me *****s another beer and crawls back under stone.
Edit II: c.r.a.c.k. is a filtered word?

I don't see much use for cloaking devices at all, not in their current state. Anything you can do with a cloaking device you can already do with an interceptor. Does cloaking remove you from local and the scanner?

If you are in a system with rats and you cloak can the rats still get at ya ?
