When an alliance measures its fortunes in trillions, a billion is a drop in the bucket. They have literally endless income. That said, Goons in a round about way are actually waging war on all of Null if they can blockade Jita. I'd say 30% of EVE is true High Sec bears the rest are null sec alts. True High Sec bears sell local, seldom making the trek to Jita. By the time High Sec bears good make it to Jita the High Sec bear has already been paid.

Until goons start blowing up carebears en masse. There are currently no major threats in high security space. The goons have no problem (and have stated their intention to) blow up everything they can get their grubby little Mittens on.
