The conventional wisdom is "Gallente." Many current and excellent PvP pilots fly Gallente ships, feared for their in-your-face DPS.
But...
Proposed changes to microwarpdrives, missiles, medium drones, stasis webifiers, speed in general, and recent changes to drone bandwidth, lasers, damps, etc. are causing many people to reconsider. Some have speculated that Caldari and Amarr may emerge as the better PVP lines of ships.
In the end...
Yet others have seen the nerf cycles spin 'round and 'round, and say just pick what you like, and be prepared for ups and downs, because they'll surely come.

Passive armor tanks are the most forgiving tank method in PvP, because you use little or no cap and don't increase your signature radius like you do with shield extenders. It also allows you to fit EW or whatever in your mids. This is another reason Gallente are often preferred over Caldari for solo or small-group PvP, although you still see plenty of Caldari ships. Neither is a bad choice, really.

Signed.
The Gallente tendency to favour armour tanks frees up the mids for scram/web/ecm etc. which means you don't sacrifice tank when you pvp solo or in small fleets.

do this, play what you like. you can be effective with either. the only thing you need to be mindful of is how your mates tank. it sucks to be the only shield tanked raven flying around with a group of megas and geddons, for example. homogeneous tanking leads to win. |

It really depends on what you want to do. Are you after medium/big ships or small ships? Tech 1 or tech 2? Have you heavily invested in drones and hybrid skill points, or missiles?
I'm assuming you're new(ish) and going with small ships. Caldari have a great little interceptor in the Crow if you want to keep a little range, while the Gallente have the up-close and personal DPS interceptor in the Taranis. Both Caldari and Gallente Interdictors on the other hand are poor in comparison to the Minmatar and Amarr.

Gallente. Very few Caldari ships can solo, and even fewer can solo well.
