I don't doubt this complaint has come up before but here's my take. Ok so I've been soloing L4's for a while now and have been getting some pretty tough ones that take literally hours to complete. I enjoy shooting at NPCs and all, but it gets to be frustrating when the game's cheating is so obvious.
Tanking a quadruple BS spawn with swarms of frigs and cruisers is difficult enough, even if it means warping off and returning. They are often within feasable range (30~40k) so I can see heavy damage point being dealt. No whining or complaining from me.
I am talking about the extraneous things like ECM jamming from 60k away, Torpedos hitting from 100k when I get 9k range I mean come on. What's next? NPC smartbombs that get 100k range and do 1,000 DPS?
I understand players can get wicked setups and pound through missions but I'm sure most will agree that level fours are hard enough, and there really is no need for the game to cheat.

you do know that NPC don't use modules like players do, nor do they have skills, everything is simply hardcoded in the NPCs stats, and since they were coded pre-trop nerf and going back to correct every single npc one by one would be a long, inefficient and very low impact to the game they left it alone to chase higher priority "features".

It shouldn't be that hard. They can write a script that lowers certain values for certain ship types by certain percentages.
More important matters... like atmospheric battles they've only been talking about for three years now.

Anyway, you really don't want the NPCs to play by the same rules players do. Unless of course you want your missionship melted in seconds after warping in.
THe reason NPCs do strange things is because they aren't changed when player ships are nerfed/buffed. Player ECM can easily jam at 60km, so I don't know wtf you're on about there. Torps used to have that kind of range but were nerfed for players. I'm sure you'll agree that's acceptable when you realize that NPCs didn't get the DOUBLED hitpoints that player ships did.

I'd rather they make fewer rats that are much tougher hp and damage wise. And bring their abilities up to par with medium skilled players.
Instead, we get Buzz Kill. ... Yah. Awesome. Death by old age.

These are all ALSO facts of NPC's. You just focusing on the few slightly unbalanced effects while totally ignoring all the effects that are hugely in your favor is quite frankly hypocritical.
Basically, the OP is a whiner...
But OK, let's have 'fair' L4 missions. This means, that if you enter a mission with 2-3 battleships and a few tacklers, YOU DIE!!!!
Do you still want 'fair' NPC's?

NPCs that jam at 60km lmao never seen that before Even if you are target jammed in a level 4 thats why you should always keep a target jammer yourself or a few drones on standby in case they jam you

Hey, NPC torps can shoot for 250km for all I care, I just never want them to do the DPS of player shot torps.

Can you imagine how tough it is to recruit new members? All those planet-bound mothers seeing their sons and daughters go bad and join up with faction pirates. Never to see them again.

I guess what I get tired of eading about is disgruntled playes who continuously cry about what's not fair. Their solution is always: All those lazy Devs have to do is write a script to change everything so it will work best for me. WTF? Move along, there is a great MMORPG called World of Warcraft go there, stay there and trouble us and yourself no more.

If you think level 4s are hard then you are either a) an underskilled player who probably shouldn't be doing them yet or b) an idiot. Tanking quadruple bs spawn with support is not difficult, its ridiculously easy. If you need to warp out you are doing something wrong (12 bs is hard to tank, not 4).
I get what you are saying about torps, but ecm? Why should ecm not work at 60k?
Also you would love exploration, some npcs in high end plexes have 160k smartbombs dealing 10k damage.

Tbh, for the lvl4s to be hard, the game needs invulnerable NPCs that instapop your ship.

Guristas BS do it from more than 100k away (I think at least) ECCM or ECM of your own wont work, nor will any other kind of EW that isn't a target painter)

Going to echo what others have said, level 4's are ultimately not hard at all once you get skills sorted out a bit and a good fit. As for jamming npcs you can jam them (tested with a falcon one night when bored) but there's not really much point.
