If your account gets like a 30 day, or however long, does the account/character continue to train after this new change goes into effect?

I'll give you the benefit of the doubt for now;
Your account will train as long as it has an active subscription. Wheter or not you are banned for any longer period does not matter since your training will only stop when the account goes to inactive.

I put my money on skills not training.
Extra incentive to play by the rules

I was just wondering, I know they have to disable your account because of access to the game. I was just making sure.

It'd give the punishment more significance if the skill training would be halted, though.

Freyya is 100% correct. Skill point accumulation is based on having an active EVE Online account. Forum bans will have no effect on skill training.
