Try going to Carrou or rorsins, the rats there tend to drop modal blasters for frigates.

Go anywhere gallente and shoot up some Serpentis, you should get a few.

Any of the Serpentis will drop 'em, it's not just the frigates.

Now I just buy them... offering 2m per for modal light ions and still not getting more than a couple.

Modal Light Ions and Electrons are a lot rarer than Modal Light Neutrons, mainly because the former ones drop off lower-end frigate rats, which don't get hunted as much/are less likely to appear in spawns in low sec space.
