ok Im rather a newb but I have an idea of what I want to do as a char. Small frigate stuff. I like the idea of being a small little ship flying in and out in a pvp area using my ship to freeze the electronic capacity of other ships.
So each race has an electronic warfare frigate that has very different bonuses.
Which of these races frigates is the most benificial for small scale pvp found in faction warfare? and which is most benificial for large scale pvp?
Or is it all situational? thank you

In my opinion, and it's just that, my opinion - the kitsune EW frigate is far superior to others simply due to the sheer power of ECM right now and it's impact to all races.
The hyena is extremely useful for it's webs, however with the speed and web changes coming, the hyena will be impacted and target painters will be less useful since tracking these super fast ships is less important. Dampening is useful, however it's most effective when paired with other ewar (like ECM). Tracking disruptors can be extremely powerful, however if you end up against missile boats, it's useless.
The kitsune can significantly change the tide in a small battle since it can get a few jams in a large population of the opposing forces. In a large battle, it can jam high risk targets, which definitely makes a difference.

Kitsune is good, unfortunately it's an ECM ship which means INSTANT PRIMARY. You will explode exactly 3 seconds into the fight unless you're rather cunning.
Sentinel is a decent choice as well, given that TD's are so effective against turrets AND you can use it as a very effective 'ceptor killer.

if you MUST stick to frigates, then yeah the Kitsune is a good way to go. But it's worth mentioning that if you can just go up to cruisers, the Blackbird has similar capabilities for a 5th of the price...
