because i dont know many things baout lazer i have a questiom 1with 4 focused medium pulse lazers with multifrequency crystal. i am doing mission and there are many frigates to kill with cruiser. its optimal is 5500 i can hit from 7000 and do good dmg but if i go around 3600 i dont do any dmg. why i can hit from afar and cant hit from close?

You need to read through this. It is the EVE tracking guide. It will show you visually how things work and allows you to test different weapons and scenarios at the end.

On range;
There's 2 numbers that make up your range; Optimal and Falloff. Optimal is where you get no penalty for being out of range, optimal+falloff you have a 50% hit penalty and optimal+(2x falloff) you have (almost) 100% penalty to hit. So as long as you're not further out than optimal + falloff you're still doing decent damage.
If still gets close you have more chance of tracking issues, use eve-search qnd search for tracking, you'll find enough info there.

Your issue is tracking, plain and simple.
Disposing of all the complicated maths for a bit, here's a simplified way of looking at it:
"Tracking" is simply how fast your turret can swivel to keep it's aim at a target. Ships move - and since the effect of tracking speed is a "cone" from each gun within which you can hit, the closer a frigate is and the faster it's moving relative to you (angular velocity), the harder it is to hit with a given class of weapon.
Small weapons track faster than medium ones, medium ones track faster than large ones, etc.
So, you can hit frigates at 5KM with your medium weapons, as they are within your tracking "cone". at 3KM, they aren't any more.
Way to handle them is either with drones (FAR preferred by the player base), OR fit a couple of small as well as your mediums (not preferred, adds micromanagement and cuts your overall DPS). If you ship has launcher hardpoints, add a luncher or two once you've trained the skills - as missiles don't suffer tracking issues (they have their own, NONE of which apply in PvE).
