Just tried a Minmatar, Vherokior, Retailers, Business, Executive Commander-solution... Corp Management 5 at birth 
This was the FIRST attempt to find a CEO-capable character, it took me a grand total of 47 seconds. Lazy much, sableye?

Actually, if you use the Gallente Executive Commander over the Minmatar you get a slight edge with Ethnic Relations 4. Just saying that the first path you look at is not always the best. ;)
