I've dealt with selling/buying characters (on the forums for ISK before anyone shouts ebayer) for along time. However, in the last week I know of two instances where 'hacked' accounts have had characters sold "legitimately" on the forums and the new buyer ending up having their brand new character returned to their rightful owner shortchanged.
Does any know (or can CCP answer) what exactly their procedure to be if the following happened;
-Honest buyer buys "Awesome_Character_1" on the forums for 1000 ISK.
-Honest buyer pays for character and recieves it.
*It transpires that "Awesome_Character_1" was sold while the account was not in the hands of its owner
-Honest buyer has put assets on "Awesome_Character_1" worth 500 ISK.
-CCP returns character to the proper owner of the hacked account.

Would the honest buyer get his 1500 ISK back? (1000 for the purcahse, 500 for the assets he had put on to the char)
Does the honest buyer get shortchanged?

You should really petition these sorts of questions, as GMs won't usually bother to reply on the forums and they're the ones handling the bannination side of things

I even saw one of the GMs in Help chat yesterday, and I haven't seen them in there for ages

Well that's kind of silly, you have a legitimate question that won't be answered any other way. Just make sure you report back here when you get a response (without pasting their reply verbatim, they don't like that).

OP, if you buy characters from the forums, and there is a thread recording the transaction (ie, character recieving isk, and character bidding) then yes you are protected to a degree.
If it transpires that said character is a hacked account, an investigation will go ahead from ccp. You as the bidder, will have the character removed and the isk returned, as if it had never happened.
However it gets more complicated if the investigation is several months down the line, as all isk you generated on that char is also negated. Each case is by individual petition, but you will always get back the isk you paid for the char, even though you may lose the isk that the char created, and also time you invested in it.
Edit: If you transferred assets or isk to the account, that is easy for ccp to track and verify. They should be returned to you. Everything the character created itself, once deemed to be hacked, is not yours.

Update:
Decided to petition, response I got was basically "thankyou for reporting, i'll investigate it" and closed petition...
Clear C+V, he completely mis understood petition .. *sigh* This is why I come to the forums :P

Your update is confusing.
What did you petition, are you the owner of a hacked account that got sold. Or the buyer of a hacked account that got returned.
If you are innocent, then redo the petition linking the auction thread. Assets you transferred are easy to track
If you have no auction thread, then you don't really have much recourse.

The story is HYPOTHETICAL its a "What would GMs do if this happened"
Other people said to petition so I decided to ask GMs directly.

lol, petition is case by case on these matters. There is no generic answer.
Standard procedure with auction thread is that you get isk back from char sale. Thats kind of the whole point of the sales threads, it's a record to protect both the buyer and seller

no i think he want to buy a account but worried as he says that this incodient has happen in the last few weeks and more that likely he is worried that when he purchases in a charater on the forums that it wont be lagetimate because someone hack the account and selling it illegally

Pretty much clearing it up about, i'm interested in buying a character before anyone thinks anything :) But yeh the incident I described has happened a couple times in the last week, and yep, as you say, i'm a little put off :)

Don't be put off. Buying GTC and Characters on the forum are the only sales that cannot be scammed.
If you buy an 80mil Sp char, and it turns out to be 20mil sp, then the sales thread is your friend. Transaction will be reversed by ccp.
The only tricky bit is if the char is reported to be stolen several months down the line. Then it is much harder for ccp to work out what belongs to you, but you will always get the initial investment back.

I wasn't talking anything about the description of chars as I know thats protected, but curious as to CCPs procedure about 'sold hacked chars'
