EVE Search - Sec rate frozen

I¦ve been hunting pirates (8k, 10K, 20k) for several days now, killing close to 100 of them - but my sec rating is still the same as before. Agreed, as it was before it was far too easy to get it up, but as it is now it¦s just not working either. Please find a way between those two extremes. Thanks!

Stay in the system for 15 minutes, when I do this, my security status raises 100% of time. When I don't it doesn't raise.
