3 man combo for roaming/surviving, nano is cool with me. Preferably no caldari/amarr ships (in b4 nerf falcon, 3 falcons, etc.), but they're cool too as long as they have a really good role. Go!

For 0.0 work, a dictor (HIC or regular, depends on your preference) for rapid tackle, a Huginn to keep stuff in the bubble, and something DPS-y, maybe a Zealot or a HAM Sac, to kill them off quickly. Alternatively, you could use a Rook as your 'DPS' ship to jam your targets so you can kill them at your leisure. Note that I picked Combat Recons for a reason: with a gang this small you need as much DPS as possible and since your whole gang can't cloak, being able to cloak and get away just means that your 'dictor and HAC stay to die.
If it were a 4-man gang for roaming, I would go 'dictor, Rapier/Huginn, Zealot/Sac, and Falcon/Rook. Make one of the Recons a force recon so it can scout for you, have the other one be a combat recon for more DPS.

Put a cloak on the Eagle (lock time wont matter, the enemy isn't going anywhere) and wait for your prey to arrive. --

This, but a zealot, harbinger, or hurricane instead of the eagle. Even a beagle has pretty lousy damage.
Alternatively a broadsword/onyx with a heavy tank for the tackle, rapier/huginn to web, and harb/hurricane to dps.

Falcon is pretty useful for a small gang. It helps you disengage if you need to do one in a hurry. It also has a cloak which is rather handy if you get swamped and need to safe up. Then there's probing people out at safes and carrying loots / other stuff in cargo. Plus it can scout.
(I haven't flown one but I couldn't really imagine a Rook being a good DPS ship. I guess you could try and stick launchers and BCS on one but it looks like that gets you a fairly lightweight amount of extra DPS in exchange for a reduction in it's ewar capability which leaves me wondering if a different hull would be better for that.)
Zealot or Curse because neither have ammo requirements really (having to finish a roam because you're low on ammo is no fun) and both can go quick-ish. With the two recons you can render most slower things you run into completely incapable of doing anything which is nice if you fancy ransoming people. The Zealot OTOH does fairly credible DPS for a quick ship.
Sabre for bubbling or another HAC for moar DPS.

Me though? I'd say you should take a Crusader or Malediction, then put a Falcon on that, and top it off with either a Zealot or an Apocalypse.

Having one ship with a strong local tank does not make your gang any stronger. This is why passive drakes are poor gang ships. You need remote reps, ecm or need each ship to have its own strong local tank (remote reps are more efficient than local reps and have the ability to be focused on one person).

I was thinking more about flexibility and being able to vary functions here. One of the ships should be a baitship so that you can drop in on some guys who have already decided to commit to the fight and who are now struggling to wear their target down and/or waiting for support. Yes, a lot of Battleships can do this, but you don't want to have to activetank everything if you're going to squeeze as much DPS out of the gang as possible.

buffer tank =/= passive tank HAM drakes with buffers are excellent Also I haven't heard of using only drakes for spider gangs but you never know I guess
About the bait ship thing, RR and ECM let you take on uneven odds unlike having one heavily tanked bait ship that just gets primaried last while your other ships die.

Well, depends on what you can fly I guess. Insert a ship that can fire at 40km with ok/good damage; zealot, harb, eagle... cane. Nothing really bigger as you'd want agility if things go **** up. --
