Ah now I understand the speed nerf. It's to stop the Gallente winning FW by crashing nano Nyx into all the Caldari stations!

Even if it moved "only" at 100 km/h, it's pretty darn fast if you look at cars outside.
Now compare that car and a shopfront.
The last part of the speeding car hitting the shopfront saga, would be rather fast, if not nano-seconds 
So it's all about the scale of things.

Even if it was moving 50 m/s that is still 180000 km/h. Take that into account with the mass of a Nyx then its going to hit it quite hard.
Also if it was indeed nano'd it would weight less so while it would have more speed it would have less mass so the amount of energy released by the collision would be simular meaning that the benefit of fitting the nano for the purpose of crashing it into a station is pointless.

You mean they stay motionless for months (if not years) on end, then zip around all over the place at amazing speed, before resuming a new stationary position?

The only reason that Nyx actually even scratched the paint at all was because the structural shielding systems and other safety systems were all disabled by a rather naughty man posing as Admiral Noir.
