I would say its simpler than that; if an account has only ever been in a trial state, it should be removed after a year of inactivity.

assuming max 16 chars(I don't know the limit) and A-Z and 0-9 we have 7958661109946400884391936 possible names
you don't want numbers ? we have 43608742899428874059776 left
only 0.001 %(1 in 100000) give readable names ? we have 436087428994288740 left
only 0.001 % mean anything ? we have 4360874289942 left
only 0.001 % sound cool ? we have 43608742 left
200000 subscribers,3 names each ? we have 43008742 left
you don't want your name to look like other names(like bimjo and bimjolly ) then we are talking 1 percent, we have 430087 left
still quite a lot of decent names to choose from

I like the system that City of Heroes uses. After a certain amount of inactivity your name becomes "unreserved" and then if someone else creates a character with that name then your character's name must be chosen again next time you log on.
Someone said that in EVE all we have is our name. Well, that's true but... that's more the reason to free up ones that aren't being used. Players who actually play the game need them more than players who don't 
At least do this with unsubscribed trials. |

Until CCP place definite time limits on keeping inactive accounts, yoo won't see any freeing up of account names either. |

In six months we will freeing up the names of all inactive customers (Three years or greater).

Im not sure I agree with OP that it should be a constant process but I can see where a one-off name purge for 4-year-inactive accounts might be a good idea. A lot of people who played that first year left and wont be coming back, most games have this problem but they fix it with automatic inactive delete (CCP is very unusual for not deleting at all, and I applaud them for it).
