hi there i have a char with these skills:
Ship: Armageddon
Gunnery: lvl4, using med. blasters
Industry: mining4-astro4, refining5,ref. eff4
drones: drone4
gunnery skills : all gunnery skills at 3 or 4
electronics: 4
mechanic: 4
and so on..
do u think i can solo mine in systems like 0.3 or 0.1?
if not, which skills or which equipments shall i use to solo mine in 0.3-0.1? (considering that theres no human pirates! only against npc pirates)

Low sec isn't very bad. I spent some time solo mining in a 0.3 system using cruisers before I got my first BS, and never had any serious trouble with the rats. And well, I havn't done as much mining after I got my own battleships, but I can't say low sec rats are much of a threat. 
Combat drones are good defence when solo mining, and lets you use all your turret mounts for miners. You should train Drones to lvl 5 so you can get Drone Interfacing. It will also allow you to train heavy drones, but I found out that 8 Hammerheads are enough, and more cost efficient.

Get heavy drones, and fit 1 maybe 2 guns at most. Should be fine skill wize.
Mods:
High: 5 miner 2's, 2 guns
Med: Med Shield booster 2 (or large shield booster), MWD, Cap charger
Low: Armour rep, Cap relay, kinetic, thermal, explosive hardners, and either 2 PDU's or 2 Warp stab's
You should be fine with that, add more guns the lower you go, you could replace the MWD with another Cap charger as well.

mining in low security systems is now problem refering to the rats there.
the only thing is mining alone and getting raided by some f***ing pk's.
lost 1 arma that way once.
first a scout jumps in. searching belts. scout jumps out. and....whoops 1 blackbird 2 megathron. scrambled !
they wanted to have 100mil. not the money i'm able (or willing) to pay...some seconds later...they blastered my nice little arma.

Please don't call them "f***king pk's". They're other human beings who chose a different career in this game.
There's a huge difference between grief PKing in some games and EVE pirating.
(The ransom way quite absurd though, they should realize that VERY few would rather pay 100M than losing a ship.)

Sure, the npc rats can be delt with. You need to look out for Tolling agents and Sports PvP folk. Keep a close eye on local otherwise be prepared to pay the toll or become a frozen trophy in someones hangar.
You would be surprised how quickly someone like Tank CEO can enter a system, track you down and have you in his grip! My advise, if you see someone like that in local, leave the frikin drones there and warp to your safespot now!

Just make sure you check local and ID everyone who is there. If you see a pc rat then just warp out or be on your guard...

i had lot of funny fights around here. 1on1 is very cool but outmatch (3to1) a mining fitted apoc suxx.
this was not my first bs i lost due to fighting other people. But it was the first one i lost to players who do not have any honour.
just look at the fight in stain!!! i often take part. that is fun. not the other thing

get a dom and use all the heavy drones you can and you'll be fine against every single rat in 0.1+(with atleast 9 drones drones 5 drone interfacing 1+ and gallente bs lvl3+
