Why not ? What's so hard about answering the phone, confirming that you are you, and yes you did order stuff from them ? Well, your choice. Don't buy them then.

Regardless of whether or not you may happily roll over and submit to any purported authority at the first instance, the fact still remains that I and others do indeed consider it an unnecessary privacy intrusion.
Fraud = covered by the bank's or card issuer's insurance, and it ****es me off no end to the ever greater and arduous lengths we now have to go to to prove who we are and to complete transactions. -----------------------------------------------

I have been asked to submit fax copy of photo id, i told them to get stuffed and i would just find a different seller. You might be amazed how quickly they change their tone when you aren't afraid to tell them you will go elsewhere. At the same time, they might not care, depends on how much $ it is.

Shattered crystal didn't really ask personal questions to me, they asked like what is the closest highway/hospital/city called, what is the smallest country next to your country called, how did you pay (bank or creditcard) etc. and i didn't really answer them well cuz i could barley understand them due to the fact that calling US -> Netherlands(mobile phone) isn't very good quallity. And they are pretty fast, first order took like an hour (cuz of the calling thing) and all the orders after the 1st one are almost instantly or 10-15min. ------------------------------------------

I have never had a problem. Get my codes almost instantly. No phone calls or unnecessary questions or quizzes. Select cards. Enter name and address. Enter credit card number. Get email with codes. Done.
Another poster mentioned that you have to wait 12-24 hours, but I don't believe I had to do that at all. The only limitation is how many codes you can buy at once. I think you can buy three in 30 days the first month. After that, you can buy more. I think they currently will let me buy at least 20 codes per 30 days . . . which I can't imagine every needing unless I decide I really enjoy alts!

Aside from the single confirmation phone call you get from EVEtimecode the first time you place an order (and since they are in the US that may be at an odd time, although in my case they called within a few minutes of placing the order) there's no hassle there either. Orders are usually processed within moments after that single call.

Back when I used to buy some (good old 90-day card days), I bought ONE card, they called me, asked me a couple of trivial questions (my city name, name of a nearby city, if there's any motorway nearby and where does it lead) and that was about it. Next time I bought one (in about a month, for my alt), I received it instantly. Later on I bought two (one for each, about 2 months later), received them instantly again.
Let me guess : you ordered something like 10 x 60-day GTC with your first purchase, didn't you ? They never used to get THAT intrusive unless your order was suspicious (or your particular country got red-flagged for rampant identity theft).
P.S. As for WHY they do this... isn't it obvious already ?
They sold the code, the code was most likely already used by somebody, and in case the ACTUAL card holder didn't order it he can just cease payment and THEY get screwed (no money, no code). SC don't JUST sell EVE codes, they sell all sorts of codes, so they get huge volumes, and a relatively high risk of fraud. The lower the purchase, the lower the scrutiny level. If your "account" gets no contests over several small purchases, you can bet they will never ask you anything again unless you suddendly start to order a huge (and atypical) amount all of a sudden.
If some other sites that only sell EVE GTC prefer NOT to do identity checks (low profile, lower risk of fraud, etc), well, good for them for being still in business - go buy from THEM instead if you feel SC is being "too intrusive".

someone phoned me up and asked me if sheffield was uptown....
i can safely say i didnt have a clue what she was going on about and she reversed the tansaction

..since we're exchaing stories about phonecalls and GTC, onto mine; I havn't got one, since I buy GTC with ISK (or have paid with CC). But it would make a fun call if they call me and ask what hospital, highway or nearest city would be.
I live in Stockholm, Sweden. We have only one city (Stockholm), since the rest is below ~1mil+ pop they should in international terms be considered "town", and uhm.. there's no towns nearby. Also, to add to my arrogance (hic, or was it sic, ignorance?), I think we got about 3? highways in total in this little cold country, so I never bothered to learn what their names are since you hardly have to chose between them. 
Also, as for hospitals I got around three or so in similar distance from me so I couldn't say which one that is closer.

Euhm, they use a map to check which city is near yours. On maps also cities with less than 1M population (which includes stockholm btw) are shown. They just want to know which city is near yours, nothing hard about that.
Also they wont give a crap about which hospital you name, as long as it is one of those three.

Meh, Stockholm has more than 1mil pop, it's just spread in different 'kommuner' (wth that is named in english). The central part is pretty small, yes. I guess exactly the same goes for most bigger cities, city centrals isn't generally scattered with apartment complexes. Plus, it's fun to post that "only one city" thing, as alot of other swedes take offense for some unknown reason. I love Gothenburg, great place, but nothing like fighting your neighbour.

Shattered Crystal start by asking questions about your locality, but then move on to demand high quality colour copies of your passport and utility bills with your address on. The reason they asked me for these is because I ordered more than usual. They had dealt with me before and had no problems with payment - indeed they always had the money before they sent them.
They take your money before asking for these, and it takes weeks to get it back when you refuse. They then several months later (when it is was obvious that my account was completely above board) ask for my business again. They then took the money and refuse to send GTC unless I supplied the passport and utility copies. Again it takes weeks to get your money back!
I have just received another email asking for business - I hope they go bankrupt!
