My 2 man crop has been war dec ;)
Still What does this really mean, We are in high sec.
1.Does war decing cost more if the corp is larger? 2.How much does it cost to keep the war dec. 3.Also how much does it cost exponentially to keep it going? 4.Can you kill pods without penalty? 5.Can you war dec a corp indecently?

1. No. 2. 2mil/week 3. Same price unless more corps become involved. 4. And how! 5. No, it's generally a very purposeful action. ---

Whatever you do don't pay his ransom demands, it'll get you marked as an easy target and others will just try the same.
If your wealthy enough you might look into hiring some mercenaries to assist you.

So the option me and my friend have is to make a new crop and leave an alt ass CEO until they get bored?

This. NEVER pay ransom to the bully. This is like giving him your lunch money, you only encourage more extortion. As a 2 man corp, you should consider "griefing" the war dec'er by creating another corp or two with alts (you can make a starter toon that can do so) and move your toons to it. Keep making corps, every time they re declare it costs them more isk :) Let's face it, dec'ing a 2 man corp is gutless, since there is ZERO chance of defending yourself, and is griefing. Well, EVE allows griefing, grief them back.

This is also a good idea. Expect to pay a lot though to get GOOD mercenaries though. If you have friends in other corps, you also should consider possibly starting an alliance with them, this has the effect of increasing the cost of the war for them, AND your whole alliance is included in the war.
People wardec small corps for the purpose of easy targets, nothing more. Give them any sort of fight with even numbers, you will find they won't be able to run away or "dockupski" (and smack from the station) fast enough :)

Normally I'd advise fighting, but yeah, if you're a 2 man corp that's probably not a viable option. |

Yeah. CCP fully endorse this and do not see it as denting the credibility of the game in the slightest 
You can roll an alt on a spare box with the CEO skills already trained (cant remember the race/profession.. have a fiddle around till you find it).
Start a corp with this alt. I suggest calling it something really obvious like NOT AN EXPLOIT CORP 1. Or ENDORSED BYCONCORD5564. Or just hit some random digits, it dosent matter, its a loophole ccp wont shut , who cares if the name makes sense.
Open a trade with this alt (or contract) all corp hanger items to him.
Apply and join this corp.
Wash and repeat.
People have found that having a ring of alt corps to hop through works the best.
There are many other loopholes ccp endorse, but probably not suitable for your current circumstances.

Congratulations! You have been afforded an excellent opportunity to score some kills. Since your corp is minuscule, you have the advantages of having many more targets to shoot at than your enemies, and being able to slip in and out of the battle fairly easily since you don't have to worry about a bazillion of your corpmates.

Nope. Only dec'ing alliances costs more (50M/week). If you have several decs against you they get more expensive though.
As the dec-ee, you can go into your corp interface and make the dec mutual. Now it doesn't cost anything (not that 2M/week is anything other than chump change to most people), but they *can't* retract the wardec. You can toy with them until they come begging to YOU for mercy.

Yep. Catching pods in anything other than a frigate-class ship though is nigh-impossible.

Sure. Send them an Eve-mail with a bare ASCII ass. Seems fairly indecent to me.
And.. um.. make sure to keep moving (so their fleet o' doom can't zero in on you via locator agents), and don't give your enemies free intel (I was able to get over half the corp roster on a corp my one-man outfit recently dec'd just by looking at their corp info and keep tabs on their website.) ---
