The tempest is doing surprisingly well post-nerf. Arguably the best anti-support bs next to the dominix now (that's my opinion). The align time is also pretty sweat now.

How are medium sized weapons vs frigates?
for example, battlecruisers vs frigates, or cruisers vs frigates?
particularly with blaster boats.

if you know what your doing there aint no problem killing friggs in a BC / Cruiser
if you sit and wait for him to mwd scram you and orbit you fast you might find it harder

Tested on the Thorax quite a bit. If both ships(Cruiser and Frig) got MWD and Disruptor + Web itŠs a close up, mostly because you wonŠt hit realy good what leaves Drones as the main Damage surce.
If the Frig got a Scrambler, you are preaty mutch screwed, since you canŠt controll range any more here and you will hit next to never as soon als the Frig is in the Orbit. If the Frig got a Scrambler and a AB it is preaty mutch untuchalbe by Med Turrets within Web Range. A Rocked Crow in this style happylie orbited my Thorax at 5km without giving me the chance to hit it(tested with Antimatter and Null with T2 Electrons) only once. Since the the Thorax fields Medium Drones the Frig got also a preaty good chance to kill them or avoid getting killed by them for a long time, thx to her new Target Resulution of 120m. The Crow died later on as a Deimos put a 2. Web on it and start shooting it from 8 km or so. Even with 2 Cruisers, 10 Drones and 2 Webs it took some time till it died. 
Got a preaty close fight against a Ishkur in the Rax to, this one was without AB but with a Scrambler and the old Med Drones(60m Target Resulution) that was quite close, thx to Valkyre II and the lower Explo Resistance on the Ishkur. The Ishkur poped me with about 50% Structure left, could hit him from time to time since we was both manual piloting trying to minimax Trasversial.

Exept for the Neutron Blaster Astarte and Deimos with Null, there is no Blaster Cruiser or BC that can hit behind Web Range, not even hit well behind 5-7 km.

If you don't have ECM drones in a Thorax/Astarte/Brutix, the first AF coming along with a scrambler WILL pop you.
None of the ships have a medium neutralizer, and therefore not even with dual webs cannot hit a orbiting frigate.
