It seems that there's going to be some balancing the highsec lvl4 agent income vs. 0.0 income because some people are whining about not being able to earn enough isk in 0.0 If this be the case and things will get balanced,.. then i would like to see officers spawn randomly in any system, high or low or 0.0 in the entire eve-universe and not just a few systems in 0.0 sec that are controleed and harvested by a few...

Faction spawns are fairly random and generally don't pay very well. The drone region stuff is a joke. Most of the rest only drop a few mods/implants that might be useful.
And officer factions? Most folks ratting in 0.0 will never see one. Officer factions can show up anywhere just about in 0.0. They're far to rare to be farmed. I think most in 0.0 would gladly trade officer factions for lp's.

Well generally in games, the better loot can be found in the more dangerous areas. It would be quite ridiculous that items of the highest quality are distributed equally across the universe.
What would be the point of risking your ship in 0.0 if officer modules can be found just as easily in a 1.0 system?
Now there may be a rebalancing of level four missions due to the easiness of making ISK. Heck, I run level fours quite often, and am able to make a lot of money pretty darn easily. But then again, Zulupark said that it was being looked into, and that they would consider very carefully on what to do before even touching the delicate balance that has been created. |

On my 0.0 alt I can make a total of maybe 10mil ISK per bounty ticker. That's at most, 30mil per hour. I've seen mission running figures of upwards of 45mil isk an hour, I can't ever top that. Officers are extremely rare, in the past two months I've seen zilch. The fact that their junk costs so much, is because it is so rare and has better stats compared to normal, named or T2. They are also always battleships. Do you want a battleship to spawn in a .8 system and obliterate any noob that comes across it?
Anyways, if you decrease the rarity of these spawns, all the modules will drop in price. You would be ****ing off a ****load of 0.0 occupants, because you can practically only spot these once per day, if you don't want to **** off your co-occupants. It's a rare thing, and a good reward for the pure danger and sometimes impossibility to rat at times.

The npc regions which are where the vast majority of officer spawns occur (outside pirate home regions they only spawn in very low tru sec) are far from "controlled" by anyone and they cannot be "harvested". Also someone ratting in 0.0 space is risking alot (or at least they will be once local and cloaks get nerfed), while the high sec missioner is risking absolutely zero.
Still, officer style rats in low and hi sec flying cruisers and frigs would be kinda funky and probably not too imbalancing. (me wants officer mwd for mah inty) In its current form belt ratting in these areas is totally pointless. |

The goal here is to have risk equal to reward. Adding additional rewards like officer spawns to high sec systems isn't in line with that goal. |
