250% Bonus to tractor beam range 100% Bonus to tractor beam velocity 500% Bonus to survey scanner range 99% reduction in CPU need for Gang Link Modules Can use 3 Gang Link Modules simultaneously
Industrial Command Ship Bonus: 5% Bonus to cargo capacity per level 4% Bonus to effectiveness of mining foreman link modules per level
30,000 m3 Base cargo space 40,000 m3 Corporate Hanger Bay Capacity 400,000 m3 Ship Maintenance Bay Capacity 75 m3 Drone bay capacity 50 Mbit/sec drone bandwidth
Two Low slots, four Med slots and three High slots.

Imagine a stripped down Captial Industrial Ship but at the same time a massively buffed cargo hauler (industrial ship).
It has with max cargo expanders 90,000 metric space. Can have 3 tractor beams I believe and has a few mid slots. Its supposed to make high sec massive industrials more effective. Though currently the cost for the overall ship is expected to be around 400 million when it comes out.

Dont get me wrong, i'm sure the info is correct but what of the above list of attributes tie up with the need for mining related skills? :

because they peddling it as a mini Rorqual, so the idea is to stick a mild tank on it park it in a belt with all ur covetors (its an empire baby afterall) so the mining bonuses are there to boost the gangs mining capabilities by using gang links, u just have to deceide if u want 3 gang links or a choice of traccy beams and gang links the mining barge stuff is probably in there because the ship is ORE and they the only other ORE ships in game so i guess thats why.

ORE ship with bonus to mining links requires ORE ship skill and skill to use said links. News @ 11. ?

What amuses me (i'm not a miner) is the fact it gets both bonuses to tractors and mining links, specifically 3 links, but only has 3 high slots so no matter that you do you have at least one, possibly two if you ignore the tractor, bonuses. Redundant before it even reaches the server -------------------------

Fortunately, CCP have pre-fixed the problem... Only two of the mining command modules are worth fitting anyway, so you'll have space for a tractor...

I agree with both of you.
What I am hoping is that it will force CCP to look at the 3rd mining link (which is the reduction in mining laser cap usage one) and give it a worthwhile bonus. Something like a bonus to cargo room would be great, although not likely. Perhaps a bonus that reduces the sig radius of exhumers and barges so that they are a bit more survivable.
