a few were given out as tournament rewards quite awhile ago. you cannot get one through the LP store. i'm pretty sure there are 4 left, and the last one sold for about 50 billion.

Like InsanlyEvlPerson person said, for all practical purposes, you cannot get a Raven State Issue.
The best that you can get from the LP store is a Raven Navy Issue.

Raven Navy Issue = 600k LP's, one standard Raven (85M), and a Caldari AZ-1 Nexus Chip (6M).
Raven Navy Issue on contract in either The Forge or The Citadel = 385M.
385M - (85M + 6M) = 295M
295M/600,000 = Roughly 492 Isk per LP.
Bottom line: Buy the NIR on contract, and turn your 600,000 LP's into cash by selling other LP store items at a decent profit (I think 2200 per LP is what you should aim for).
600,000 x 2200 = 1.32B. It may take some work, but the alternative is a real waste of hard earned LP's.

That person is however correct.
Raven State Issue are uniques, much like Apocalypse Imperial Issues and the Tempest Tribal Issue. They were given out as the first prizes for the first Alliance PvP Tournaments, before LP stores or capital ships even existed.
Most were destroyed by now, but the few that remain are rarely if ever sold.
Buying a couple of motherships will in general be cheaper than one of these unique ships.
