I have all the pre-reqs and the cash for a freighter.
I want to use one primarily to fuel my POSes but I was under the impression you cant just drag and drop cargo into a freighters hold.
Will I be able to use one for what I want it for?

You can move cargo to and from the freighter in a station. And if you warp to a POS you can move cargo to and from the freighter IN and OUT of the Tower cargo spaces for Fuels.
I have not tried it but I think you can drop and pickup Freighter Containers AT the POS within the Force Field.
But I know you cannot drop or retrieve containers at some random location in space or at asteroid belts. [my puppy just stole my slipper off my foot!]

Not normal cargo containers, no. I believe that when freighters pop, they drop a bunch of "freight containers" or something, which can be looted by other freighters. But you can't haul for a mining up with one.

afaik that should work
Not unless orca was at the pos. A freighter can behave like any other ship at a pos and can take from any type of can (although cant drop any i believe). It can also fuel and stuff. freighter can also loot the special cans freighters drop when they die.

at a pos you should be able to since ive done it when we were looting a massive hauler spawn. Everyong hauled to a pos and ejected the mins into jet cans and then the freighter looted them. Note this only works at a pos as i said earlier.

On occasion I will see freighter cans floating in space. Can I when I am in a freighter drag those cans into my cargo hold?

It is currently NOT possible to scoop Freighter Containers in space. It IS possible to empty the contents of said cans into your Freighters Cargo Hold. 
As far as moving stuff from the Freighters Cargo Hold to other capital ships that have Corporate Hanger Arrays... that will only work if you are next to an ONLINE POS. Freighters can't move cargo to a pos structure if the pos is offline.
Freighters Can:
- Deploy/Anchor POS Modules in space (you must have a conventional industrial however, fuel the tower, since the freighter can't move fuel into the offline control tower).
- Off-load and Load at a POS Corp Hanger Array (if pos is online).
- Empty the contents of freighter containers that dropped from a freighter explosion (they can't scoop the cans themselves).
- Move cargo between a capital ships corp hanger if you are both next to an online pos.
