Basic idea: Ability to build stations in systems with no npc station present.
There are lots of systems in EVE that have no stations in them, excluding 0.0. Why not allow individuals, corporations or alliances build stations in these systems?
The advantages to this are numerous, not only for the owner. It not only provides income from passer by's but also a real base.
The requirements for building a station should be just as expensive as a 0.0 station, with added expenses to force owners to select strategic locations (for income) and not make it a passive income tool.
For instance: - Creating the station would require the same sovereignty standings requirements as current POS do, with the exception that it could, theoretically, go up to 1.0 systems. - The station should have the same functionalities as a player station in 0.0 (in regards with services added, tax, etc). - As per all empire stations, everyone should be able to dock at the station, even if the individual is at war with the owner. This falls in the same category as faction warfare players being able to enter enemy stations... something to do with CONCORD laws. - Since no POS is needed to gain sovereignty (ie no isk sink), these stations will require fuel to keep services running. If fuel runs out then the services can't be used. Instead of fuel it could also be a straight isk bill to be sent to CONCORD.
I think this could add an interesting side to EVE-Online and perhaps make a move into substituting NPC stations for player stations if this works out.

I suppose the only problems with allowing hi sec stations are below.
1) it will make some cargo scammes easier as some players would not think to check if they can access the station if its hi sec. This could be worked around by removing the ability of the stations owner to set docking prividlges (corncord rules ?).
2) The other problem is war, given the current game machanics that are in place to govern the ownership of stations, how would they be protected/captured in hi sec ?
I think the other factor is that CCP want the alliances (and you would need an alliance to build and hold a station) to operate in 0.0 not safe in hi sec.
I did posted an idea a long while ago about some sort of compatition similar to the championships that allowed you to win the right to build a hi sec station. The winner would be able to build and set taxes getting the money and minerails resulting for 1 year and then it became an NPC station.
There are a number of very hi sec (0.7+ so no POS)systems will large numbers of roid belts but no station that I would love to have a station built in to make mining easier. Macrointel, the place were the nature order of the universe does not hold sway. Pirates and ore thief's are congrated by carebears for the actions. |

Point 1 was already mentioned in the OP. Stations would have to allow all players to dock and solves the problem with courier scams.
As for war, well perhaps just making it so you can destroy station services if you are at war with the owner. I don't think we will ever have total station destruction as even in 0.0 we don't have that.

I used to think this would be good, then along comes the Orca. If there is a merchant ship ever, systems like this would be their hub.
Just more to think about.
