This is my Char ..
I can use all 4 Races of ships :
28 Weapon and Drone Specializatoins minimum lvl 4 ..
No skills wasted
26 days till Gallente Dread lvl 4 , with Cap Hybrid 4 and Siege lvl 4 ..
I already use a Thanatos . JDC lvl 5 ( 6 days ) rest of the cap skills at lvl 4 ..

your looking at 1bil per 10mil sp + the total cost of the skill books. if you have any assets left on the char add in the market value of those items into the price. just priced with current sp and skill cost your looking at a min of 8bil isk since this is a well rounded char im sure you could get around 15bil for this as a buy out

It depends some would argue less because your aren't super specialized. At the end of the day you just need to find someone that really wants your character, and then you will get an acceptable amount of isk.

I kinda thought that being specialized in every race to use all T2 Weapons , Heavy Drones , Meds and Light , all EWAR , all Tanking and just about every mod in the game .. Aswell as being trained to HAC 5 , Recon 5 and Cmd ship 5 , and everything below .
I thought I am pretty super specialized , a maximum of 2% dmg off of complete max for every ship Command and under ..
With Carriers Trained (Thanatos), JDC lvl 5 , and Dreads trained soon aswell , (Moros)..
I can also use Caldari and Gallente BS's lvl 5 with all weapons for those specialized too .. with the Black Ops etc ..
I was reading 1 PC , and it said 200m per 1m sp's , and I was quoted 100m per 1m sp's , and another said if well specialized , then up to 300m per 1m sp's ... now I am confused ..
Is my Char really only worth 15b at a push after i finish the skills mentioned in the OP .... 
As by then I will be at almost 69m sp's ..
Also I have Caldari Navy lvl 4 and 5 Agents , with a standing of just over +9.6 , I also have a full set of crystal implants for the mission running .. Do things like that have any bearing ?
I am just looking for an acurate PC quote , and maybe a sale ? swap ? ...

once you get past the 30mil sp mark theres really nothing else to train unless you goto other race's.
And when you get past that mark too the price shoots up normally as I've seen. to the 30bil mark
Also with the ghost training gone the price's of chars have started to increase. I think 15b is a little low of a estimate
