When i started out i didnt care wut my avatar looked like and just wanted to play the game, but now i think he looks retarted. Can i change it without making a new charachter?

The process of changing your avatar involves creating a new character with the look you want, and then paying $20 through Account Services for CCP to swap portraits.
The new character / new avatar must be of the same race and bloodline (and male), as your current one.
You may want to wait a bit (few months?) until CCP releases the Ambulation expansion with walking-in-stations, at which point we will all have to re-do our avatars anyway.

Ok thanks. Theres no way im paying 20 dollars to change my character though. Will we have to pay when we change them for WiS?

Probably not. But it's unlikely that we'll have WiS for another year (if not more).

A statement on the release time of ambulation aka WiS is / was gonna be made at fanfest. I am hoping it will be the next expansion in six months.

It's $10, not $20. And you access it by going to My Account>Account Services>Swap Character Portrait. The change is instant in-game but it will take a while for the forum avatar to update. (still waiting on mine)
