Just wondering as it is to be launched fairly quick. When I first heard rumours about t3 to be announced at fanfest I was thinking of a 2010 thing ....

I imagine they've been working on it for quite some time. The development process, from concept to final, can take a significant amount of time. They probably spent the past few years just debating what T3 should even do...
In other words, I wouldn't be surprised if this has been worked on in parallel to other projects.
Then again, I also wouldn't be surprised if they've just started it and are getting overly ambitious, too.

The design pipeline in game making is so long and complicated that it means they've worked on it for at least a year, but haven't said anything - for if they hint at something, they'll have a forum storm of outrage about stuff that isn't even in the thing they've developed.

The Dev team stated years ago that they had a rough outline/wishlist of features/things they wanted to do in game.
So "T3" was probobly planned over 3 years ago. But they may not have narrowed the focus till just recently. I bet the idea to use modular ships, instead of actual modules till sometime this year.
They once stated they had enough ideas(At the time) to fill 10 years of updates for the game. And I'm sure theres things along the line that makes them suddenly go "OHHH!!! We gotta do {insert idea here}." and then slot that feature/idea into the existing "wishlist" of items.
