It looks like he's looking for a price check.
Skill points @ the 200 isk per SP standard, you're looking at a base of 7.7 bil in SP alone. But, then you've got to look at the implants and mindlinks. Plus, Commandships are hot, and he's got some leadership skills to go with 'em  Looking at the skills, he's also on the verge of Marauders. Not to mention, hulk pilots are always in demand.
That all figures in, but in a more subjective way. Some are going to find the wide variety very appealing, the ability to jump in anywhere, anytime, without having to alt hop. Others are going to find that lack of specialization are negative.
I'd figure 8-10 bil, maybe 12 to the right person. If it was me, I like him, although I'm not thrilled about the mining. I'd probably go up to 10 on him personally.

Yes, its initially a pricecheck to see what I can get for my char.
But, I barely ever use this char, so an offer that Im happy with will mean I sell it in a heartbeat.

Since I helped you out on the price check, I feel I should help you out here. Since the QR expansion, everyone is shouting that blasters suck, and combined with the changes to drones, Gallente character value has taken a hit. Almost as bad as Caldari... Almost.
Given that, I'd have to revise my appraisal to a buyout of 10 to the right person, and unfortunately, a bidding range starting at around 7. Sorry bro, you may want to hold onto him a bit until people figure out how to handle the changes in QR and prices come back in line. If your situation allows, of course.
May help to put up any agents you have access to, especially if you've got good quality 4s.
