First: nay for auto-posting when hitting Return in the subject field :-(
Next: yeah, i've read all the linkies, as well as the Cosmos channel MOTD.
Finally: I've recently hit 8.27 unmodified with the Caldari State. So i load 30 Guristas Silver Tags into a shuttle and head off to Otitoh. I talk to the agents at the Friggi gate to get that Hookbill BPC - but I'm found not worthy, despite having a standing in excess of 8.22.
The relevant agent is a Caldari Navy agent, to which I have 9.9 standing (or 10.0, depending on which window is open...).
Why do I not get this mission?

Thought it was 9.22 not 8.22 ?

- To get the frig offer you need a faction standing of 8.5
- To get the cruiser offer you need a faction standing of 9.2
-To get the BS offer you need a faction standing of 9.9 !
You can only use faction standing for those offers. Corp standing do not help.
There is some discussion if the standing needed is unmodified standing or standing modified with skills - My personal experience tells me that it is modified standing that counts (at least in the one instance I used it).

Mra: the Cosmos channel MOTD, eve-wiki and that German site all state 8.22 as the required standing.
Hype: I should get above 8.5 modified after the next storyline so I'll check again then.

It is your unmodified standings that are used. Your Connection skill bonus does not apply for the tag BPC offers.

My personal experience: I had less than 9.2 Gallente faction standing unmodified, but my modified standing was over 9.2... And I could get the 2-run cruiser BPC.
So I suggest that the OP tries again, once his modified standing is over 8.5... Just to check who is right 
(I also suggest that the OP relogs once he reach that 8.5 standing, as there is a bug so agents not always "get the memo" about the characters new and improved status. But a relog clears that).

Right, 8.52 modified worked for me. Didn't even have to relog, either. 
FWIW, my unmodified standing was 8.32 at the time (Connections @ III).
