C'mon CCP !
You really love to nerf things. It doens't matters for you if someone trained ages to be a spacialist in something.
- NOS Nerfing - Speed Nerfing - Drone Nerfing - Web / Scram Nerfing
Are you all kidding on CCP ?
I have some good ideas for the next path !
- For each hp of damage you do, you will loose the same ammount of structure
- For each 1000 HP of armor / Shield, you will loose 10% of speed
- If you fit EW, yor ship's locking range will be recuded by 75%
STOP NERFING THINGS !
ADD SOME KIND OF COUNTERMEASURE TO BALANCE SOMETHING YOU THINK IS TOO POWERFUL !
It looks like CCP wants to level the game from below. Sad.

It's not nerfs, it's balance. Look at the things you bring up;
NOS - Everyone fitted it, everyone had to fit it, and it swung things in advantage to Gallente, heavily, since they could use drones and drop few gun hardpoints for NOS. NOS alone was one of the reasons Amarr was bad for a long time, the race itself was never really subpar. Best NOS-counter was NOS itself.
Speed - Everyone fitted it, and the best counter was to speed back.
Drone - Everone used medium drones over light. Tracking was good enough for small ships, and light drones were too slow to catch fast ships anyway.
Web/Scram - That came with the speed rebalanced, with alot slower ships the web would've been more powerful than before in it's current state. Personally not sure if this change was for the better, only time can tell, but it was a part of a big rework, not a single module nerf.
In the first cases you see some common themes. "Everyone fits" and a good counter to the strategy used is to fit the same yourself.
Remember the warp core stab nerf? Remember the ECM nerf? Remember the hp buff? They were all done to "commit players to fighting", i.e. make it harder to run. With the changes to speed, scrambler and web, that's exactly what CCP is still doing. Trying to make people stick to a fight. Personally I'd loved to see the webs gain some range while having the 60%, but still, it goes in line with other changes.
If you look at it over time, it's perfect logic and sense, and it does go in-line with other changes. CCP wants players to commit to a fight. Get into a fight? You stay in fight until someone goes down. That's the idea.

If a CCP representative were to reply this thread, it would be something about the delicate weighing scales of balance and how whatever change you make to anything is a nerf to something. Either a nerf to one item making it a buff to everything else. Or a buff to one item, making it a nerf for everything else.
Although maybe there is the small possibility they should be on the buff side of stuff more, despite the fact it's just a nerf for everything else, it definetely goes a lot more unnoticed.

- I could go either way on the medium drone thing. To put it in a positive light, CCP seems to be clarifying that they want any given weapon size to be most effective against targets of equal size, as opposed to smaller targets. It's why tracking and explosion velocity were added way back when, and it's just getting refined a little further tomorrow.
- Scrams are buffed by being able to shut off a MWD. The web change is to compensate for the speed change.

I don't see this as a 'speed nerf'; I see it as a 'boost to tracking against high-speed targets'. Or, to put it another way ... a 'rebalancing'. Po-TAY-to, po-TAH-to.

Makes SOME sense but to be honest it doesn't looks natural to see weapons and modules evolving in the wrong direction every time they think something is overpowered. Just boof the countermeasure. If you have invulnerable ceptors, make a longer range web that will work only against ceptors or in nanoed ships, or a new kind of missile, whatever.
I agree that CCP nerfs too much and people that trained a lot to achieve some particular result are always penalized.
Instead of nerfing why dont they think better before making some module/ship ? Still ridiculous.

60% of my SPs are spread across virtually every sub-capital Spaceship Command and gunnery/missile skill in the game. Bring it on, Quantum Rise, my self-nerf vis-a-vis skill generalization pays off at times like these.

Welcome to "Nerf Online!"
I totally aggree that nerfing this game is way out of hand!
It seems CCP has too many employees that need to justify a paycheck so any lame ass idea is seen as contributing to the company and justification for the next pay check.
I honestly hope the next nerf for eve is DEV NERF 5.0.
Try enhacement's instead of taking away the things that made this game great!! FFS implants even got nerfed!!!
The thing i liked about eve was how i could get owned, learn how to counter that and than payback!! Its all about learning. learn to counter, learn to adapt. After all the learning bs ccp puts us through with crap skills like learning, you would think they had this figured out by now.
