What would be the best security for the systems that i should be ratting in? I am in a frigate and the miisions are as exciting as flying belt to belt.

.5 would be fine if you are in a level 3 Frigate Like a Tristan or in a Catalyst.
The thing is, ratting is not that productive. What you want to do is get through your level I missions.
Get two destroyers and fix the second as a salvager.
Get a cruiser when you get to level II's but keep the salvager.

Frigates (I would recommend incursus) can rat in lowsec quite effectively. It's much better than hisec ratting.

Go to a 0.5 system with a lot of belts, preferably off the beaten path. Rat your heart out. If you don't want to salvage, just loot and move on. If your cargohold gets full, just go to a station, dump it, and start over.

These maps will be of great help if you don't already have them.
One Sunday morning I got a Sansha Medium Control Tower BP, sold for 105M on contracts(someone got a great deal). That gave me seed money to get into trading and I turned it into 2B in two months.

0.5 or 0.6 for a rookie pilot in a Frigate. Granted, L1 missions - most missions actually - are boring, but it is nice to work a couple standings up to 8.0 through missions so you can disperse jump clones. As stated, 0.0 ratting is quite possible, but as a rookie I'm afraid you wouldn't last long. Join a 0.0 corp, and you can do well.
Research a few NPC Corps and see where the agents/lvls are before you commit to following one missioning sequence. IMO it seems better to distribute your LPs across fewer Corps, if you're interested in LPs at all. Working for 10 Corps with 10K LP per Corp is no where near as productive as one Corp where you have 100K LPs. In fact I'd go so far as to say it's non-productive - see jump clone comment above.
The lower L complexes can be interesting from time to time.
For Gallente I'd use an Incursus. The Tristan is arguably a better ship but it can be difficult to fit early on.
Keep in mind that being able to undock the ship is not the same as being able to fly the ship.
