As the title says I am looking for a minmatar character 
- SP : Around 10-20M SP
- Budget : 3 to 5B
what he must have:
- Good Electronics, Engineering (good shield skills), Mechanics (armor not needed but can be a plus), Navigation Skills
- T2 small, medium and large Projectile guns and only those (Heavy missile T2 is ok)
- Minmatar cruiser V
- Minmatar BS IV
- Advanced weapon upgrades V
- good name
- at least 1 remap
What I don't need :
- SP in social, science, industry or trade
- SP in other race or guns
Battlecruiser V is ok but not needed.
Skills for loki is ok but not needed.
Recon V is ok but not needed.
Good drones skills are ok but not needed.
Minmatar fregate V is ok but not needed.
I am not in a hurry so I will keep looking for the good char.

It's a good start for 10M SP but still lot to do
Energy Pulse Weapons V :D not cruiser to V, nor large T2, no tactical shield manipulation
for your char I would pay 2.5B mostly because of the EPW V, that I don't need.
