What exactly does this mean? Is this just referring to a cap stable tank setup? What are the benefits/drawbacks?

Most often, capstability is implied, but not strictly so.
It means that the damage source can be tanked indefinately.
Most often this implies a cap stable tank that is able to sustain the damage.
Perma-tanking also applies to cap unstable tanks if reasonable management allows for the perpetuation of the tank: ie boost/repair for 30 seconds, recharge cap for 30 seconds.
The key factor is that the tank does not break: so it must hold against the incoming damage, it much run on available the capacitor, and it must not require any charges or fuel.

Talking about the benefits and drawbacks:
A permatank is PREDICTABLE... No need to wait and see what will give first, the rats or your cap. In theory, with a good permatank and a damage source that retargets automatically (drones on aggressive or FoF missiles) you can run your missions AFK...
The disadvantage: permatanks often take A LOT of fitting room and slots, and when you're not planning to AFK your missions another setup (More gank, less tank) will be more efficient.
There's basically no use for permatanking in PvP, it's a PvE thing. The PvP equivalent is the buffertank: Extra hitpoints from plates or shield extenders, no reppers/boosters.

For my part, I've never heard it used in this fashion. To my mind, permatanks are those that you can activate and then walk away. If it involves any kind of micromanagement, it's not a permatank. So yeah, according to that definition it's basically the same as saying cap-stable. (And it almost always applies to active tanks - passive shield tanks are basically cap stable by definition, so that's not really a point to jump up and down about).
Drawbacks are covered above - basically you don't need to be able to run your tank forever, just until whatever you're shooting has died. Getting the cap recharge up to the permarun point often involves using multiple slots on cap rechargers/CPRs/CCC rigs that you could otherwise have used for more damage-/range-/tracking-increasing mods. For missions in particular, more gank gives advantages in more ISK/hour and ironically less strain on your tank, whereas upping your tank gives you no bonus above and beyond "peace of mind".
