If they have a bio, it should appear on the Bio tab, when you show info on that character.
If they don't have a bio, then that tab won't be there.

In addition, for certificates you have to manually set them to public. Unless someone does that, they won't show up. I believe they show up under the decorations (or awards.. not in game right now) tab

Most people who've been around a while, or plan to be, put something in their bio, even if its just a load of old rubbish. Don't get too attached to someone with an empty bio.

i still cant find a player with a bio. are eve players all illiterate or what?
seriously! i will give some isk to the first person who can show me that another person has a bio!

Well I don't want your ISK but try looking me up ingame. Or pretty much anyone not in the starter corps. It's rare I find someone who doesn't have a bio, you must be looking in the wrong places.
