Any, highest level / lowest sec. Personally, the more missions you do for an agent the higher your EFFECTIVE quality is. That is a key indicator of your 'best' agent. The higher the effective quality, the higher the skills cooresponding with that agent (connections skills) = more money and more LP per mission.
Very vague. Depends on a lot >.>. Missions as far as i understand are random. You may get 6 great missions in a row and then 10 bad ones :/.. Luck.

The best Caldari high-sec agent is the one it's always been, the CPF agent in Irjunen. It is better than any of the ones in the Saila area ever was.

gotta agree with above, i play a lot in irjunen, i find it not laggy at all!
and yes the CPF agent there is the best i found!

Odd ... that statement would imply that you know of something better - but perhaps your search parameters are different.
Highest quality caldari faction agent in the lowest security high sec system which has no adjacent low sec systems. Perhaps you would call it the best Caldari carebear agent. However, after trying relatively hard :) ... I'd have to agree with the other posters regarding this agent.
Of course ... one never really knows whether there is a better agent around or whether you are just hoping to redirect the topic so as to not generate interest in this system.
Unfortunately, I've seen this information posted too many times on the forums to consider it a big deal or to think it will have that much affect on lag in Irjunen.
